There are special bit sizes for Tapcon bits for rotary hammers, but if you want the strongest possible hold from the minimum number of fasteners, use screws with plastic or lead sleeves as Tapcons can have a high failure rate in some blocks (particularly if true cinder block rather than cement/concrete block). An ordinary hammer drill might do the same job about 100 times slower. A rotary hammer drill will complete each hole in just a second or two (so fast you will want to use the depth stop rod) with next to no effort expended by you (save for lifting the drill). If you have hundreds of holes to drill in concrete (or block) by far the absolute best tool for the job is a rotary hammer drill (SDS Plus size for such holes), with a hammer drill being a very distant second. You can drill the smaller holes for Tapcons or for the plastic or lead sleeve inserts without a hammer drill, but you are going to hate yourself for it.
